Peanut Butter and Jelly Bars

1 cup sugar
1 cup brown sugar
1 cup shortening
1 cup peanut butter
2 eggs
2 1/2 cup flour
1 1/2 tsp baking soda
1 tsp baking powder
1 cup jam or jelly

Mix first five ingredients in large bowl. In seperate bowl Stir together flour, baking soda and baking powder. Stir wet ingredients into dry by hand. Reserve about 3/4 cup of the dough for topping. Pat remaining dough into greased 9 by 13 pan. Spread jam on crust. With reserved crust add enough flour to make mixture crumbly. Sprinkle on top of jam. Bake 350 about 25 minutes or till golden brown.
